Provide a Debian source package so that dependencies can be installed with apt-get build-dep

Issue generated from Tuleap's migration script. Originally submitted by: Ciro Santilli (cirosantilli)

Currently we need a huge apt-get install command to install dev dependencies, and apt-get build-dep says there is no source package.

If we had one, we could just type:

sudo apt-get build-dep ring

This could also prevent duplication between the installation code and the wiki.
