GNOME: account creation wizard is not shown on launch when no Ring accounts exist

Issue generated from Tuleap's migration script. Originally submitted by: Stepan Salenikovich (ssalenik)

The account wizard is not shown on first launch or when there are no Ring accounts.

Recent regression, seems like there is an issue instantiating the Account creation wizard. This is in the log:

(gnome-ring:6570): Gtk-CRITICAL \*\*: gtk\_widget\_show: assertion 'GTK\_IS\_WIDGET (widget)' failed

(gnome-ring:6570): Gtk-CRITICAL \*\*: gtk\_stack\_set\_visible\_child: assertion 'GTK\_IS\_WIDGET (child)' failed
