No video in call for the freshly downloaded app with no accounts or data

Steps to reproduce (STR):
- Download Jami
- Allow camera access when prompted
- Create account and add contact
- Start a video call.
- Actual result: Call started, but no outgoing video from iOS.
- Expected result: Call started, and both clients show outgoing and incoming video.
After restart calls works as expected
