Add DEB installation files for Debian-based distros built for AArch64 architectures

Description
Please enable the Jami Qt desktop client to be installed with an official DEB installation file from the https://dl.jami.net/ site on mobile phones and SoC devices that run freedom-respecting operating systems based on Debian.
Note: Jami, without the Qt dependencies, already runs on ARM64 processors, as shown on the Jami for servers page.
Mobile phone support
Phones with ARM64 processors (AArch64 architecture) running a Debian-based operating system:
System on a chip (SoC) support
SoC platforms with ARM64 processors running a Debian-based operating system:
- Raspberry Pi 2 and 3
- Rock Pi 4, Rock Pi 4C+, and Rock Pi 4 SE
Aside
Devices with ARM64 processors running proprietary operating systems that have been reformatted with a Debian-based operating system:
- Chromebook devices reformatted with only Debian, replacing ChromeOS entirely
- Android devices that have been fully reformatted with and run only Debian
- Microsoft Surface Pro X – Microsoft SQ1/SQ2 (ARM64) reformatted with only Debian
Code pointers
There may be code pointers in the LibreOffice code repository, as LibreOffice 25.8 and newer support the AArch64 architecture on Linux.
