Camera preview not showing when USB camera inserted on a device with `No video device`

1. On a device with No video device
2. Open the Audio and Video Settings
   
3. Plug in a USB camera
4. Video preview shows with a black rectangle; however, there is no image preview.
   
   

Workaround: Click on any other tab (eg. Account, General, Plugin) and then click on Audio/Video tab.

Are you able to reproduce and please fix so the workaround is not required?

mmh I can't reproduce on Ubuntu 20.04, 21.10, fedora 34 and fedora 35
