I would not leave this ticket open as for the other platforms enabling this option will be a part of the window sharing development. The "window sharing"option is already there, only it is hidden.
Jami in Windows platforms lack this support. It is doable and is in progress. Once it is working this option will be enabled in Windows platforms.
OBS creates a virtual camera, so if you want to share a windows using OBS, you will choose OBS camera from the available camera devices. You will not choose a window from a window selector.
This was my thought (I just wasn't sure if Jami uses for example a programming language or one / another technical reason that does not support window sharing generally).
Click on the parent window (i.e. the Jami window), the Select a screen to share window is now behind the main Jami window
Click Share window and it doesn’t come to the front (it is still behind the main Jami window)
If the Select a screen to share window is not required, it should never be behind the main Jami program window as it noticeably slows down Jami on low-powered devices.
Can the UX behavior be improved so that the Select a screen to share window is always on top of the Jami window (i.e. the Select a screen to share window can never be behind the main Jami window)?

The UX for people with PinePhone, Librem5 and other small screens can be improved with child windows not exceeding the size of the parent window.
The Jami program might be showing on the small screen; however the device might be connected to an external monitor.
Computers with 11" monitors may have Jami in a quarter of the screen (Linux Mint allows snapping windows to any quarter of the screen). Having a child window bigger than the the parent window may cover up other application windows that are running reducing the UX.
If your designer needs other reasons why this is a good idea, please advise. Hopefully these reasons are sufficient.
