Allow Incoming call options doesn't work

ALLOW_CERT_FROM_HISTORY
ALLOW_CERT_FROM_CONTACT
ALLOW_CERT_FROM_TRUSTED

doesn't change the behavior of the daemon. If this option is set to false, this should disallow calls from peers.
