Video device with utf-16 characters causes crash (Windows)

I tried to upgrade my Windows version of Jami (A June 2019 time-frame build).

After the upgrade, the "Start Menu" item was missing and couldn't manually start JAMI from the program directory. I tried wiping out the "AppData/Local/Jami file as well (backed it up too!) and the app still doesn't want to start.

I uninstalled, cleaned out the Jami Program directory (some residual files were there), and still no luck starting Jami on windows.
