Call re-invite - restart media only after successful ICE negotiation
If media transport uses ICE, and when a new media session is negotiated (incoming or outgoing re-invite) the current ICE session must be kept until the new ICE session is successfully negotiated, and the media is stopped and restarted using the new ICE session. If the new session fails, the media transport must continue using the current ICE session.

The glitch is mainly caused by media interruption when renegotiating a new ICE transport after a re-invite. Note in the current implementation, any change in the video media (mute/un-mute, source change, add video, ...) will trigger a re-invite with a full media renegotiation. When #645 (closed) is completed, we would able to detect mute/unmute (video in particular) which can be used to restart the video decoder/receiver without a full media/transport renegotiation (ICE, stop/start media). The only case where a full media renegotiation is when adding a new stream (currently the only supported use case is when adding video to an audio only).
This item could be planned when #645 (closed) is completed.
The main point of this feature is not to avoid media renegotiation, but to be able to keep using the old ICE media session while the new one is negotiated, and only switch when the new session is ready.
