Enable libwrap in LRC build/packaging

Using libwrap removes D-Bus from the requirements to communicate with the Jami daemon and should improve performance.

It is especially desirable for use with packaging technologies such as Snaps or Guix packs, where the Jami D-Bus service cannot easily be made available to the running D-Bus session and a custom d-bus session must be spawned (via the dbus-run-session command helper, for example).
