Negotiate video image resolution

If we could negotiate the video resolution, embedded devices could ask for a smaller resolution which it is able to decode with decent frame rate, which would improve performance and half solve https://tuleap.ring.cx/plugins/tracker/?aid=293 without hardware acceleration.

The SDP standard https://tools.ietf.org/html/rfc6236 which seems to aim directly at this, and PJSIP might implement it: http://www.pjsip.org/pjmedia/docs/html/group\_\_PJMEDIA\_\_SDP.htm
