It looks like libqrencode3 has been removed from Debian 10/Testing looking at https://packages.debian.org/search?keywords=libqrencode3 . I am aware that you don't officially support it, but I think you may be interested in the issue regardless as Debian 10 is currently frozen and I think it shouldn't have bigger changes anymore before it gets released.
