[Android] Change 'no network' warning

A user contacted us on the mobile mailing list:

This message appears Ring does not operate on GPRS by default. The user needs to go to the 'Settings' section and turn on Ring on cellular network. Label should disappear.
The message is misleading. We should display a different message when 3g/4g is available but the setting is disabled.
Optionnal: Add a settings shorcut to this red label if we detect that cellular network is available but the setting is disable.
