Does not work with 4g/3g data enabled

Issue generated from Tuleap's migration script. Originally submitted by: Pierre (pierre__)

  • Environment:
    Test between Android 6.0.1 with Ring version 20180201 (Nexus5X)
    and Android 7.0 with Ring version 20171215 (Huawei Tab)
    Using 2 different ring id

  • Reproduce steps:

    • On Nexus5 Set to use mobile data
    • on Huawei wifi (this is the only choice because no gsm on this device )
    • Send message from Hu to Nexus user
    • It's received after a long delay (seeral minutes)
    • Send message from Nexus to hu
    • It's not received at all

But all messages are received correctly when both use wifi (on the same network at least)
