Shared video file freezes and then plays in fast forward

Issue generated from Tuleap's migration script. Originally submitted by: Philippe Gorley (pgorley)

A shared video file doesn play immediately; it pauses at first, then plays in fast forward, then stops again, and so on. This feature used to work. This was reproduced on Gnome, but may or may not affect other platforms.
