Video only working one-way on iMac with 10.13.6

platform: mid-2011 iMac 10.13.6

When I make or receive a call, I see no video, neither myself nor from the other person. I also do not see any camera feed showing up in the Jami Preferences Video section even though the FaceTime HD Camera (Built-in) is selected. One odd thing I see is that the frame rate shows up as 29.969999 (not 30).

I am successfully using Jami on a MacBook Air early 2014 running Mojave 10.14.6 and an iPhone 7+. On the MacBook, the frame rate shows as 30 and I get a live video feed showing when I go to the Video preferences.
