Use the new volatileAccountDetailsChanged as a replacement for
sipRegistrationStateChanged.

What this commit does *NOT* do:
 * Clean outdated SIP error messages
 * Forward TLS error messages
 * Forward other transport errors
 * Compute downtime timestamp

Those features will be part of future commits.
