PJMEDIA_SDP_NEG_STATE_LOCAL_OFFER in order to make sure that we are in
an SDP ANSWER.

(renamed set_remote_ip_from_sdp) was misusing pj_str_t (which does not
have a null character) causing bad init in some cases.
