Add a way to recover usernames

Issue generated from Tuleap's migration script. Originally submitted by: Bastián Díaz (diazbastian)

Yesterday despite the care I had, I lost my username and I had to create a new account by migrating all my contacts. From what I see there is no way to recover the names of users.

This happened after an update in fedora 27, which upon opening the application asked me to add an existing device or create a new account (default screen). I usually have a fallback account created on Android, but the same thing happened.

My suggestion is that the usernames become free after a while (eg after 6 months of inactivity). That way active users would have the opportunity to recover or use their favorite usernames (I use @diazbastian in many services).

Cheers
