Add commitmsg-hook in ring-project

Our meta-project is almost contributors friendly. But we still miss the commitmsg-hook to add a change id to newly made commits.
This prevent users to simply do:
git commit add .
git commit -m "My first contrib to Ring"
git-review
It should be as simple as that.
Right now the necessary commitmsg-hook is private on gerrit, this is how to access it (for me) :
scp -p -P 29420 alision@gerrit-ring.savoirfairelinux.com:hooks/commit-msg ring-client-android/.git/hooks/
This is actually pretty bad since this hook does not need any peculiar private info but only generates a changeid for the commit.
The idea here is to:
- make it public on gerrit, accessible even when being anonymous
- version it in ring-project in the meantime and automatically prepare the submodules hooks with a new target in make-ring (./make-ring --init for example)
