using Jami Windows 10 Version 202112221635 (no beta version) and Jami Android (Version, 20211210-01 beta)
(same account both devices, using your own account from the contact list (all Jami accounts in the contact list were deleted and added again so you have "Is swarm: True") )
I have no issues if I send a file from Android to PC.
However - As soon as I try to send a file from PC to Android I just get the message "Wait for contact" - I never receive the file even if I restart both apps (Windows 10 and Android).

The same thing with sending from Android to iOS
Little files are transferred OK, but the big ones (about 300 mbs) fail.
At the iOS side it looks like download option is present, but nothing happens after a tap.
At the Android side I am not able to get anything related at the logs except tons of ICE errors.
If you are using the same WiFi you immediately get a notification (Android). And the contact who should receive the attachment (in this case same Jami user account) gets a bold name and the "conversation" shows a number (1).
BUT (SOMETIMES ?)
If both devices use a different network the receiver does not immediately get a bold (user) name and the conversation does not show a number.
... You might get these two informations after ~ 30 seconds.
If you send another attachmenet you immediately get these informations.
Similar issue (also Version 20220121-01; both devices):

It is generally not possible to send files from Android to PC or from PC to Android if you use an old Android Version (20210521-01, and Swarm <-> Non-Swarm)
Tested:
does NEVER work (even if you add the Non-Swarm Contact (Version 20210521-01; your same user account) again):

Just a note. Your issue can be difficult to follow, there is generally a lot of messages in loop cross linking multiple issue making it hard to understand/reproduce/follow the state, not following the template (when creating an issue, in choose a template there is "Bug")

It is possible to send a file Android Emulator (Bluestacks 5) -> Android (Mate 20 Pro) if I use the first account. However if I use the other account I just sometimes get an invitation and it fails.
Just deleted my own Jami account (from the contact list) [JUST Windows 10;] and added it again.
Sending Windows 10 -> Android Emulator (Bluestacks 5) worked. (First Account received the message; See: jami-project#1391 (closed))
EDIT: However:
Windows 10 -> Mate 20 Pro still doesn't work
(Mate 20 Pro shows "Waiting for contact")
New issue?:
Windows 10 does NOT show any error message (like before); although the smartphone (Mate 20 Pro) still shows "Waiting for contact"

(At least regarding Windows 10). You have to launch Jami as an administrator and suddenly (Windows 10 -> Android) works.
However - it should be noticed that you were able to transfer files using Jami before the last (Android?? or Clientqt) updates WITHOUT having to lauch Jami as an administrator. So it's a new issue.
I got the resultion because of the logs (Windows 10,Version 202112221635; if I don't launch Jami as an administrator):

Note: I modified the logs because I replaced my own Windows 10 username and file name. "Myuser", "MyUserPath" and picutures "samplefile".
Android Emulator (Bluestacks 5) -> "real" Android did not work the first time.
However, if use a second message with a second file I suddenly get the attachments.
