Can't receive message [Android -> Windows 10]

Alice: Android (EMUI 12) 20220615-01 Bob: Windows 10: Jami (beta-)Version 202206231612 (1:1 Swarm)

Maybe this issue occured after I unblocked somebody (Gitlab jami-project#1449 (closed))

Steps to reproduce:

1. Alice can view Bob (and the green dot) in the contact list. So she taps the contact (Bob).
2. Alice writes a message and sends the message to bob
3. Bob won't receive
4. Now Bob sends a message to Alice
5. Alice will get an invitation
6. Now Alice will receive the message
7. Now Bob can receive messages from Alice

If you restart Jami (Android and Windows 10) everything will work now but it takes some time until Bob receives the message (Maybe related? jami-project#1388 (closed) )
