Unable to send message

Steps to reproduce

1. Open a conversation.
2. Click on Send text button.

Actual result: You can't dictate the message.

Expected result: You should be able to dictate the message.

Fyi speech recognition stuff is managed here: jami-android/app/src/main/java/cx/ring/tv/conversation/TvConversationFragment.kt, function startRecognizer.

There is a check made to verify if speech recognizer is available or not: SpeechRecognizer.isRecognitionAvailable(requireContext()).

I was able to see this log line bind to recognition service failed. After device reboot, bug disappeared. I think it was related to SpeechRecignizer service on device which was bugged.
