SIP unreliable at receiving calls

Tested on: Jami 20200107-01 (F-Droid). Device: HTC U Play (Android 6)

Jami is noticeably worst at receiving phone calls through a SIP account reliably, compared to other SIP clients such as Linphone or Zoiper for Android.

In the same conditions (same device, same network), many calls are missed because the device doesn't ring at all. Jami doesn't even know that a call was missed, when looking at its history. The "run in the background" option is enabled, and Jami is whitelisted in the power optimization settings.

I'll try to keep an eye at the registration status of the device, but AFAIK this is not the problem anymore (this was #571 (closed)).

@mcournoyer I think for SIP calls, Linphone uses push notifications right?

They have a freely available push gateway solution called Flexisip, but I haven't used it and have never had any problems like the ones I had with Jami (unless my connection or device is flaky itself, I never miss incoming calls).

@terrytw The 14 minutes were just a maximum reasonable keep-alive interval I found mentioned. I have no idea what it actually is now.
