Should `Formatting toolbar` tooltip show `Show less` if the the action performed by clicking on it shows less?

Please see #1125 (comment 43098)

Below seems to be the correct behavior as the Formatting toolbar is hidden and the other Standard Toolbar (?) is expanded.

1. Click on Show more
   
2. Shows less
