[Windows 10 (only?)] Any SIP-Account lost after restarting Jami; (All Jami accounts then have a red dot)

Even if you create a random dummy account (Server: test; Username: test;Password: test UDP/TLS) still same issue - so probably unrelated to the SIP provider
- works with any SIP-account and without the need to make / receive calls (or text)

Steps to reproduce: (Logs: #1193 (comment 44308))
- Open Jami and add a "SIP-Account"
- Now make calls (real (SIM-) mobile (android) phone number (Device 1; Android) -> SIP-Account (Windows 10; Device 2 using Jami))
- Everything will work fine
- Now exit Jami
- Your SIP Account is lost - you have to create the same user account again and everything will work great - but once you exit Jami same issue again
reproduced every time using Windows 10 22H2 (1 SIP-account, multiple Jami accounts (old Non-Swarm accounts in the past removed))
did NOT reproduce using Windows 11 (1 SIP-account and 1 Jami account)
