[Feature request] Completely disable audio and/or video calls (for all users) [per (own) user account]

It would be great if you were able to disable audio or video calls only for all users (using just one / two buttons [Settings per account] ).
This would be useful if you only want to communicating via text (chat). Especially as soon as group chat will be available.
And of course having the option to disable the possibility to send attachments.

So once you disabled video calls using the account settings of your user account you are not able to make calls anymore and/or no people can call you.
Or you have the following options [user settings]:
- Disable audio-only calls from all users
- Disable video calls from all users (maybe allow participants to show their screen [screenshare] but not their webcam(s))
- Disable audio-only calls from all users and your own user account
- Disable video calls from all users and your own user account
If someone tries to call you he should get a message like "This user doesn't allow audio/ video calls".
However, since Jami allows multiple user accounts at the same time you should be able to make and receive calls using another own account.
It's similar to: jami-project#1280 (closed) (but in this case this setting should apply to all users that try to call you)
And it should be possible to still add Contact-specific settings.

Disabling video fully disables video in Jami. No video can be sent or received, and screen sharing would not be possible. It's mostly for embedded systems with no screen or limited hardware capabilities, or for people who just want audio for various reasons (gamers, some business use cases..?)
@Mehdighayour So it should be easily (?) possible to add an option "enable/ disable audio" [per (own) user account] so you can have one own user account that you just use to send messages (and attachments).
So you can completely disable calls: Audio AND Video or just video calls. And that other users get a message like "No audio calls allowed" or "Audio and video calls are not allowed".
Can you/ your team implement this feature in the near future? Especially as soon as group chat will be available?
@El4 Thanks for elaborating. From my point of view, that feature would be great when we have much more users on Jami or when group chat is stable an and evolving. So, not soon but in near future yes we might have it.

Since now Swarm-Calls will be soon available wouldn't this be the right time to introduce Chat-only mode (with /without attachments) and fix these bugs jami-project#1475 (moved)?
You mean the option to completely disable calls or the bug fixes of jami-project#1475 (moved) ?
Or even both?
If you just allow to disable video calls but not audio calls it would be actually helpful if the other peer gets a message like "This user disabled video calls"
