add wix installer 

To build installer, WiX Toolset must be installed (wixtoolset.org), along
with its VS integration. The environment variable VCRedistMergeModule
must be set to the full path of the VC++ redistributable MSM file, eg:
"C:\Program Files (x86)\Microsoft Visual Studio\2017\Community\VC\Redist\
MSVC\14.16.27012\MergeModules\Microsoft_VC141_CRT_x64.msm".
