Can't mute 2 participants (moderation)

Bug report

• Jami version: Qt (202411262212) + Android (438)

• Can you reproduce the bug: at will

Steps to reproduce (STR):

1. Have account A on Qt (202411262212); have account B on Android (438)
2. Start a group call on Android.
3. Join with Qt.
4. From android mute (yourself) Participant A -> Participant B can't hear you any more
5. From android mute Participant B

• Actual result: Particpant B is marked as muted but can still be heard
• Expected result: You should not hear Participant B since it has be muted.
