Images keep re-downloading
Image files in a conversation keep downloading unsuccesfully.

First noticed sometime in February (I think).
The other participant is a single device on Android, using the latest GooglePlay version. The linux account has another device on Android, but the re-downloading occurs even when there is no other device linked to the account.
