Clamp CRF to acceptable values

With the new recorder settings hitting master soon-ish, the CRF may be widly out of range depending on the recordQuality setting. It should be forced to minimum when bitrate is too high and to maximum if bitrate is too low. Off the top of my head, we could clamp the CRF between 15 and 50.

Or we could clamp the bitrate according to the min/max value in media_codec.h
