A Way to Block People

Issue generated from Tuleap's migration script. Originally submitted by: Nicolas Ortega (deathsbreed)

Yeah, I already wrote a large rand and for some reason it decided not to submit and give me an error, so I'll keep it short and simple. We need a way to block people or change our Ring ID like Tox does in order to avoid spammers like this guy: 1@95.20.152.23 who constantly calls me, almost automatically, and then when I respond to tell him to fuck off, it's blank and no one is saying anything.

I would like to block this person but I can't find a way within Ring except for perhaps deleting my Ring files in the hopes that afterwards I'll have a new Ring ID, which is a half-assed way of doing it, and not my prefered method.

So please see if you can get this feature ready and finished.

Thank you.
