ILBC support is not really functionnal so the false the flag BUILD_ILBC is nerver defined

If you disable gsm support, you dont need libgsm1-dev anymore

If the flag --without-speex is passed to configure, you dont need libspeex-dev package

Before loading the codecs the user set, check if this codec is loaded.
In fact, it could have been erased and causes gtk bug

At startup, the installation directory is scanned and the available shared library
(codecs) are loaded in memory.

You have to copy the codec_ilbc.so in /usr/lib and make ldconfig

Note: Manually copy the .so library in /usr/lib , then ldconfig

The user can select a codec among the supported one's in the audio settings tab of the config window.
The call is made with only this codec.

TODO: use the other supported codecs to place a call, if the selected one doesn't work
