- add dependencies for building client Qt
- avoid forcing build with local Qt when no path is specified (linux)
- verify system's Qt version before building lrc + client-qt

Currently libtasn builds as part of gnutls. When building
with clang 12 asn1_der_coding return an error ASN1_VALUE_NOT_VALID
when parsing time. This patch add libtasn to dependencies to
use prebuilt version.

add format script to plugins submodule

to run clang-format on the daemon/lrc/client-qt submodules.

Replaces the ring-client-windows submodule with jami-client-qt and
adjusts make-ring.py and helper scripts to support both the gtk and
qt client builds for GNU/Linux.

The libupnp available for system download (v1.8.2) causes
intermittent crashes. The one compiled locally is a newer version
(v1.8.4) that doesn't crash.

Support nasm assembler for macOS, as it is default assembler for x264

Standardize make-ring.py file (other distros don't have sudo hardcoded).
No longer require sudo in a fresh docker container where user is already
root.

Ring on Linux Mint is crashing on startup when it is installed via
make-ring. It is mising the db driver.

ID field of os-release is much easier/safer to parse.

In order to stay compatible with scripts calling make-ring, we
convert --distribution args to lower case. This will ensure a smooth
transition (only Arch Linux scripts might break, sorry for that).

Also, add support for Linux Mint and Raspbian, both use apt and have
an important enough user base to be supported.
